What exactly does the white background of the symbol stand for?

I am not sure but maybe this quote will help?

2076.3) 195:5.12 As you view the world, remember that the black patches of evil which you see are shown against a white background of ultimate good. You do not view merely white patches of good which show up miserably against a black background of evil.

Im not reading anything on it exactly. I was just curious. The UB mentions the circles with the white background. I was wondering if there was significance to the white.

Yes, but colors have a meaning. Also it stated the circles. Im asking because I want to incorporate it into my logo. If the white isnt necessary it wouldnt be used, just the blue circles.
